Til Quadflieg, M.A.

Til Quadflieg has worked for many years as a lawyer in the top tier law firms Quinn Emanuel Urquhart & Sullivan (Munich), Harmsen Utescher (Hamburg) and Preu Bohlig & Partner (Hamburg / Berlin) before founding the law firm tqf legal in Berlin in 2020.

Til Quadflieg advises with his team on all aspects of business law, with a focus on litigation, intellectual property law (patent law, trademark law, design law), copyright and art law, competition law and media law. In addition, he advises clients in the field of franchise law where he has legally established several national and international franchise systems, provided comprehensive advice, and successfully advised clients in litigation, up to the Federal Court of Justice (BGH). Besides companies he also advises private individuals in press and media law as well as in employee invention law. Til Quadflieg has also co-founded several companies as an angel investor and therefore has a special understanding of the entrepreneurial perspective. He has an extensive national and international network. He regularly gives lectures and publishes in Germany and abroad.

Til Quadflieg studied law and philosophy at the same time in Bremen and respectively graduated as one of the best of his year. Subsequently, he has worked for two years at the Chair of Philosophy of Law, Theory of Law and Criminal Law of Prof. Felix Herzog. He completed his legal traineeship in Berlin (including a working period at CMS Hasche Sigle).

In 2023 and 2024, Handelsblatt and Best Lawyers honoured Til Quadflieg as one of Germany’s best lawyers in the field of intellectual property law.

Dr. Bijan Moini, M.A.**

Dr. Bijan Moini, M.A., provides legal advice in various fields, including media law, IT (with a focus on AI) and data protection law, constitutional law, European law, and public economic and procurement law. Also, Dr. Moini advises in franchise law. He specializes in developing strategic processes aimed at obtaining landmark decisions from the German and Constitutional Courts or the European Court of Justice.

Since 2014, he has been working as a lawyer. After three years at a renowned Berlin law firm, he joined the Society for Civil Rights e.V., where he has been leading the legal team since 2021. He has already argued several constitutional complaints before the Federal Constitutional Court, which were coordinated by him. Since 2023, he has been working as Of Counsel for tqf legal (not an employee or partner).

Moini studied law and political science in Munich and Paris. He obtained his doctorate from LMU Munich, supervised by the former President of the Federal Constitutional Court, Hans-Jürgen Papier.

Moini is also an author. He has published four books and regularly writes on social and political topics for various media outlets. Additionally, he is a board member of the Foundation Every Human Being initiated by Ferdinand von Schirach and a member of the Media Council of the Media Authority Berlin-Brandenburg.

Nina Kratz*

Nina Kratz had worked as a judge in social jurisdiction and chaired several court chambers before deciding to join the advocacy at tqf legal.

She has extensive expertise in the field of health law. Mrs. Kratz is also a competent contact in the field of intellectual property law, including competition law and the regulation of advertising medicinal products.

Nina Kratz studied law at the Friedrich Schiller University and passed both exams with distinction. After her studies, she worked as a research assistant at the law firm Beiten Burkhardt in the areas of employment law and data protection.

Jesca Lango, LL.M.*

Jesca Lango, LL.M., has several years of professional experience and advises on commercial law with a focus on litigation, corporate law, intellectual property, and media law. Another focus of her work is advising startups.

Ms. Lango has previously worked at several renowned commercial law firms, including GSK Stockmann and a Berlin-based transaction boutique.

She studied law at the University of Munich and Queen Mary University of London in Paris. She completed her legal training in Munich and Berlin. She also holds a master’s degree in international business law.

In 2025, Handelsblatt and Best Lawyers recognized her as an up-and-coming lawyer in the corporate sector in the “Ones to watch” category.

Dr. Karsten Engelke
(Medical Law Specialist)**

Dr. Karsten Engelke advises companies in the healthcare industry on all legal issues (with the exception of reimbursement by the statutory health insurance). After working as a lawyer for a major international law firm, Karsten Engelke worked for many years in two well-known medical law boutiques in Berlin, most recently as a salary partner at Dierks + Company. He advised international pharmaceutical companies and large corporations as well as startups, medical device companies and developers of digital products on market access in Germany, in particular on regulatory issues.

Dr. Karsten Engelke has been recognized by the industry handbook JUVE and the international law firm handbook Legal 500 as a frequently recommended lawyer in the areas of healthcare law and pharmaceutical law. He is a member of the ethics committee of Charité Universitätsmedizin and lectures on health law at the University of Bremen and on innovation law in the healthcare industry at the Technical University of Berlin. Since October 2021, Dr. Karsten Engelke has been working as in-house counsel for the GKV-Spitzenverband in the area of pharmaceutical law. Since the end of 2021, Dr. Karsten Engelke has been working as Of Counsel for tqf legal (no employee, no partner).
